Reflection
A Reflection for Lent
Lent is not only, or even mostly, about giving up things. It invites many other kinds of giving. Like Ramadan for Muslims, Lent is also a time for simple giving. It encourages us to give food to the poor through Project Compassion. It invites us to provide more time for our family than we usually do and to give space to prayer. It also allows us to notice the world around us and to respond to it. We notice homeless people in the streets, the colour and texture of gardens, and the feelings there to see on faces in the street.
We may also find opportunity at Lent for giving in. Normally, of course, our business at Lent is about not giving in: we count it a lapse if we give in to the allure of the chocolate or cigarettes we have given up. But we may sometimes become aware of a little voice inviting us to let go of a resentment we have nurtured for many years. Ordinarily, we would resist the voice that urges generosity. This Lent let us decide to give in to it.

From the Executive Director
Diocesan Leadership Gathering (DLG)
On Thursday last week, the Principals of the Diocese, DOBCEL Directors, Priests and CEB staff celebrated Mass at Ss Michael and John’s with Fr Paddy Mugavin and Mons Glynn Murphy.
During Mass, the new Principals to our Diocese were commissioned: Ben Shields, St Patrick’s PS Ballarat; Tim Hogan, St Michael’s PS Daylesford; Mary Hogan, St Joseph’s PS Charlton; Janet Cain, St Colman’s PS Mortlake; Trinity Johns, St Patrick’s PS, St Arnaud; Narelle Cox, St Aloysius PS, Redan. Each of these Principals received a crucifix blessed by Fr Paddy, along with an inscribed copy of ‘Murray to the Sea’, a history of Catholic education in our diocese.
We also commissioned the following Principals on their new positions: Ethan Corfee, Emmaus PS Mt Clear, Mark Hogbin, St Francis Xavier PS Ballarat and Stacey Atkins, St Pius X PS Warrnambool.
Congratulations
I would like to congratulate St Mary’s PS Swan Hill and Sacred Heart PS Colac as both schools have been recognised by Australian Curriculum Assessment and Reporting Authority (ACARA) as having performed significantly above all other students nationally, with similar socio-educational advantage. Condolences
Sister Irene Monigatti RSM died peacefully in the Gandarra Palliative Care Unit, Ballarat on 18 February.
Irene had been a teacher since 1958 and taught in many schools in both the Archdiocese of Melbourne and the Diocese of Ballarat. Her schools included Woodford, Burnie (Tas), Kennington, Coburg, Brunswick, Camperdown, Mornington, Colac and Geelong.
We remember Sr Irene’s family at this sad time and are especially mindful of her sister, Teresa Monigatti RSM who is in residential care in Bendigo.
May Irene rest in peace in the eternal embrace of her loving God.

High Performance Results via My School Website – Sacred Heart Primary School, Colac & St Mary’s Primary School, Swan Hill.
Today the Australian Curriculum Assessment and Reporting Authority (ACARA) has released updated information through the website My School across various areas concerning schools across all sectors, such as National Assessment Program – Literacy and Numeracy (NAPLAN) results, school profile, population data, school attendance and more.
The cancellation of NAPLAN in 2020 due to the COVID-19 pandemic has resulted in student progress data being unavailable for 2020-2022. Instead, using NAPLAN results data relative to social-educational advantage, ACARA has identified high-performing schools and has published the results which includes Sacred Heart Primary School, Colac and St Mary’s Primary School, Swan Hill among those with this distinction. This recognition reflects that students at both schools have performed significantly above all other students nationally with similar socio-educational advantage.
Sacred Heart Primary School Principal Jack Lenaghan, and St Mary’s Primary School Principal Kate Quin are delighted for each of the schools and the greater Colac and Swan Hill communities, noting that “these results are reflective of the successful navigation of providing high quality Catholic Education through difficult times.”
Jack states: “We are very proud of our students and staff at Sacred Heart. Our school endeavours to ensure that this is a place where students and staff can “have fun and learn stuff”. For me, this is about ensuring there is a culture within the school of mutual respect, where all members of the school community care and support one another. Our hardworking teachers and learning support officers are guided by an absolute expert in curriculum in Jane Daffy – our Deputy Principal – so our teachers greatly benefit from this leadership. These two aspects underline what is key to a good school: organisation and teachers knowing what they’re doing. Our school recognises that not all of us find academic studies easy, so we endeavour to support those that need it and celebrate the different gifts that all students possess.”
Kate shares: “We are very proud of both the staff and students at St Mary’s. St Mary’s is well known in the local community for its strong academic record, commitment to well-being, and positive family partnerships. This achievement is testimony that our evidence-based teaching and learning programs, differentiated support provided to all children, and our teacher efficacy are key to our success. At St Mary’s the leadership team, teachers, learning support officers, and the well-being team all work together guided by our school mantra - “Every child matters every day”. Results such as these are a wonderful reflection of our commitment to this belief and of the collaborative efforts of both staff and families who work in partnership to support our student's learning journey.”
Both Jack and Kate agree: “It is great to see the recognition of rural students and staff. We are delighted that the professional collaboration to support the growth of each young person in our community is recognised. While this is only one measure of success of an educational community, it is nice to have the affirmation when it comes along.”

Stewardship Update
Principal Attestation and Annual Report to the School Community 2022 (ARSC).
- Principals are asked to complete the Principal attestation checklist and their Annual Report in the eduDOCS Online Tool, which can be accessed via the CEVN website using your usual login and password, here.
- The 2022 ARSC templates can be accessed via eduDOCS on CEVN from Tuesday, 1 March 2023.
- The 2022 ‘Principal attestation checklist’ is due to be completed in eduDOCS no later than 31 March 2023.
- Annual Reports to the School Community are due to be completed in eduDOCS no later than Friday 5 May 2023.
- The ARSC is to be published on the school’s website by 30 June 2023.

Changes to NAPLAN Reporting.
From this year (2023), NAPLAN testing will be undertaken in March instead of May. NAPLAN tests will be held in Term 1, thus allowing results to be returned to systems, schools and parents/carers earlier in the year.
"New proficiency standards with 4 levels of achievement for each year level will replace the previous 10-band structure that covered all 4 levels tested and the old national minimum standard set in 2008 when tests were on paper. The new proficiency standards include a baseline benchmark to identify students who are likely to need additional support."
The numerical NAPLAN bands and the national minimum standard will be replaced by the following 4 levels of achievement:
- Exceeding
- Strong
- Developing
- Needs additional support.
It is intended that the report parents and teachers receive will be easier to read and will provide clearer information about how a student is progressing.

Youth Mental Health First Aid.
Increase your capacity to support student’s mental health. Mental health first aid strategies are taught in an evidence-based training program authored by Mental Health First Aid (MHFA) Australia.
The course teaches adults how to assist adolescents who are developing a mental health problem or in a mental health crisis.

“I’ve always been a food lover. When I think about it, it was probably my nanna that instilled this in me, as she loved cooking from scratch, using what came from their farm where possible, and making cooking for large groups look easy. I have many fond and eventful memories of social gatherings around food, bringing family and friends together.
Food for me is about enjoyment, taste sensations, social connections and nourishment, and I hope to instil this in others.
I have a background of working in clinical nutrition, health promotion, corporate health and sports management.”

Professional Learning Opportunity For School Staff: Data Literacy.
Dr Selena Fisk will be working with educators from across the Ballarat Diocese in March.

Selena Fisk is a data storyteller, whose work with educators aims to bring data to life assisting in evidence-informed decisions.
There will be a focus on developing strategic approaches to the collection, collation and usage of data and equipping school staff at all levels to have highly effective conversations about data to allow informed decisions to be made based on evidence.
The learning will take place throughout the year as outlined below:

City Country Partnerships Grants Program.
As part of the National Agreement on Closing the Gap, the Australian Government is investing $24.6 million in the City-Country Partnerships (CCP) Program to improve school education for Aboriginal and Torres Strait Islander students.
The program supports the establishment of formal partnerships between high-performing metropolitan schools and remote schools with a high proportion of Aboriginal and Torres Strait Islander students to boost outcomes of Indigenous students, particularly in reading, mathematics, attendance and school completion. Pretend Play Professional Learning.
On Monday 20th February, numerous educators from across the Diocese attended the Pretend Play Professional Learning facilitated by Professor Louise Paatsch from Deakin University.
St James' Parish School hosted the event and welcomed other schools from across the Diocese.
There was representation from St Malachy's (Edenhope), St Alipius (Ballarat East), Lumen Christi (Delacombe), Sacred Heart (Casterton), St Brendan's (Coragulac), St James' (Sebastopol), CEB staff as well as some Department Schools. The St James' staff facilitated the afternoon session to provide a practical application to this work.
The links between play and oral language and social skills were highlighted. It was very well received by all participants. We thank St James' Parish School who were very generous in sharing their time, expertise and the venue all free of charge.

Secondary Schools; Improving Literacy in the Secondary Years (ILSY) Professional Learning.
As evidenced from the University of Melbourne’s ongoing action research, the ILSY PL has already had a measurable impact on increasing the awareness of the literacy requirements across the secondary years and the need for every teacher to be a literacy teacher.
The importance of a whole school approach to literacy has been reflected in the feedback collected from the ILSY 2022 cohort participants:
- What are the key things you have learnt about disciplinary literacy through this program?
- If you are not teaching literacy, you aren’t teaching anything!
- The importance of oracy as well as being able to read and write -that oracy is a skill that can be explicitly taught and nurtured.
- Literacy is a whole school approach -it is not just the responsibility of English teachers.
- Literacy looks different in every subject.
- Oral literacy is just as important as writing and reading.
- That literacy can be taught by all teachers.
ILSY Learning Area Leader Professional Learning Program (ILSY LAL PLP)
In 2023, CEB will continue to partner with the University of Melbourne (UoM) Graduate School of Education (MGSE) to provide the ILSY PLP for Learning Area Leaders (LAL) from the domains of Technologies, The Arts, and Health and Physical Education (HaPE). Its purpose is to build the capacity of faculty team members to explicitly and systematically lead sustainable improvement in student learning outcomes using a disciplinary literacy approach.
The workshops will be facilitated by Professor Larissa McLean Davies and Dr Pauline Thompson from the University of Melbourne. It is recommended that schools send multiple participants including Learning Area Leaders and Year 7 and 8 teachers from Technologies, The Arts, and Health and Physical Education (HaPE) domains. Details for schools to register will be available in January 2023. Further information about the ILSY LAL PLP can be found here.

Victorian Assessment Software System (VASS).
VASS is now open for the entry of initial enrolment data for VCE, VCE VM, VET, VPC and Intermediate VCAL programs.
As part of the enrolment process, schools must make sure students have completed and signed the relevant VCAA Student Personal Details form. These forms can be generated from VASS, pre-populated with student details for continuing students, or printed and completed for new students.

Primary Leaders of Learning.
March 1st VC 4-5pm
Primary school leaders of learning are invited to an online gathering on March 1st. This may include (but is not limited to) Leaders of Learning, Curriculum Leaders, Literacy Leaders, Mathematics Leaders.
The purpose of the gathering is an ongoing networking opportunity for learning leaders in diocesan primary schools, sharing content knowledge and pedagogical practice.
The agenda will include information sharing, examples of diocesan curriculum development work and a break-out opportunity to generate feedback for future learning.
Upcoming Languages Professional Learning.
Beginner language classes - It is not too late to register!
CECV has commenced offering beginner language maintenance classes in Auslan, French, Indonesian, Italian and Japanese this year.
These classes are intended for specialist language teachers or Teachers as Co Learners teachers who wish to build their confidence with pronunciation. They will provide opportunities for you to explore basic grammar and main points of difference between English, teach you beginner level interactional skills and to develop cultural understanding.
Classes will be held on Thursday afternoons from 4.30 - 5.30pm. Class dates for Term 1 re Thursday 2 March, 16 March, 30 March. You can still register here.
Foundations of Learning.
In 2022, an enthusiastic group of educators from St James’ Sebastopol, St Alipius Ballarat East, St Michael’s Daylesford, Lumen Christi Delacombe and members of CEB met to form a Community of Practice around the Foundations of Learning.
The group gathered with a common purpose to collectively understand the learning process in relation to neuroscience, cognitive psychology and sociology. Foundations of Learning recognises the modern mainstream school as a complex organisation. It also recognises that learning is a highly complex process.
The group connected fortnightly at the participating schools on a rotational basis, providing an opportunity to witness the impact of this learning in real time.
The 2022 Foundations of Learning group will continue to learn alongside one another and also have an opportunity to be a part of the Graduate Certificate in Early Childhood Research, a pilot course being run by The University of Melbourne in 2023.

Mathematics Assessment Interview: DOBCEL Schools’ Hub.
For schools using the MAI, all materials associated with the testing have now been moved from The HIVE to the DOBCEL Schools’ Hub.
To access the MAI materials, you will need to be in your school’s page of the hub, for which you will need a password. If you have not accessed the hub before, please ask your school’s Education Consultant for the password. Moving the MAI resources to a password-protected site means that schools will no longer need to request access to the materials and wait for that to be granted in order to use them.
For assistance with administering the MAI or in analysing the data, please contact your Ed Officer. If you have any issues with accessing the materials via the hub, please email Breeana Wade.
