Reflection
IT'S TIME FOR FIRST NATIONS VOICES TO BE HEARD
The Redemptorists are a community of priests, brothers and lay partners dedicated to following Jesus Christ. They have been serving in Oceania since 1882. The following reflection is written by their leader Fr. John Hodgson CSsR. The Catholic Tradition is a living tradition. The Spirit of God is continually being revealed through the community that is the Church. The following article may speak to you of the wisdom that the Tradition offers our country in the 21st century.
I hold in admiration the desire of our First Nations’ peoples to seek reconciliation with non-indigenous Australians while enduring so much suffering. I hear their consistent voice to seek a way to walk together that acknowledges the injustices of the past, redresses the wrongs, heals the hurts and gives hope for our future as one nation. I hear the trembling in their hearts and voices as they await a decision that will impact them to the core.
I believe that all who follow Jesus with any commitment have an obligation to take up his mission with honesty, and seek grace to find a way to right the wrongs, reconcile differences, build bridges, cultivate empathy, walk together in peace and love one another as Jesus loves. Everything in our DNA as missionary disciples of Christ calls us to advocate for all who are marginalised, abandoned or displaced. In conscience, we cannot walk alone; nor can we leave anyone behind. Everything we do, we do in Christ who calls us into communion with God and all creation.
As Redemptorist Provincial, I entrust our community to participate wholeheartedly in Jesus’ mission to proclaim “Good News to the poor, release for the prisoner, recovery of sight for the blind, liberation for the oppressed and instituting a year of Jubilee.”(Luke 4). As Redemptorists, we commit ourselves to the social teachings of the Catholic Church which proclaim Jesus’ preferential option for the poor and the dignity of every person. We uphold our own Redemptorist constitutions which impel us to show solidarity with the poor by promoting their fundamental rights to justice and freedom. (#5) We cannot, nor do we seek to escape our obligations to walk joyfully and humbly with our Aboriginal and Torres Strait Islander peoples.
I realise the importance of a referendum to address in legislation a more honest awareness of who we are as a people, and how we walk together into the future. I acknowledge the necessity of First Nations peoples to be involved in all the decisions which affect them, a right of theirs enshrined in the charter of the United Nations, but not yet in our own.
I anticipate that, should the suffering of our First Nations’ peoples continue, then it does so with consequences for all Australians. Their plight is ours, their grief will be ours, and their healing will be ours. We are in this together and we each have an obligation not to do harm, nor cause our First Nations’ peoples further grief or distress about their future.
I have faith in the heart of most Australians to sense the immense significance of this moment to build trust between indigenous and non-indigenous Australians, to see the good that can be done and do it without fuss or complication; and to let goodwill overcome the fear about all that could go wrong in re-wording the constitution, recognising our First Nations peoples and granting them a voice to Parliament to better help us care for the least.
I place hope in the good will of those migrants to Australia over the past 235 years who have embraced a way of life which tries to“give everyone a fair go”, “do the right thing” and “give a hand-up, not a help-out.” Closing the gap will be unrealisable without a change of awareness and a deeper sense of working together for the good of everyone. I trust the courage of most Australians to not put off for tomorrow what can be done today, and in doing so, rejoice in a nation awakened to the hope of a better and more just future.

Today I ask for your thoughts and prayers for the innocent civilian victims of the current Middle East conflict. Within DOBCEL we have staff with family and friends in the combat zones; it is hard to imagine what they are experiencing and enduring at this time.
Last Friday I attended the opening of new classroom facilities at St Patrick’s Parish Primary School, Port Fairy along with Senator Raff Cicconne. The new facilities are excellent and a credit to the school community led by Olga Lyons, the architect and builders.
This Sunday through to Tuesday afternoon, a small group of CEB staff will be attending the National School Improvement Colloquium in Fremantle. Two of our own staff will be running sessions at this Colloquium. Bernadette Tolan will be discussing Gender Identity in Catholic Schools: A Response. Lauren Gould and Chloe Briand (MACS) will be discussing Teachers as Co-Learners: Innovation in Languages teaching.
Leadership Meeting
Thanks are extended to Shelley Ryan, her staff and the students of Siena Catholic Primary School, Lucas for hosting the Leadership Team yesterday. Special thanks to student leaders Olivia, Toby, Annabelle and Will who led us in Acknowledgement of Country and prayer before taking us a tour of their lovely school grounds. They were very excited about their new basketball court and oval that is currently under construction.

Additional Location Loading Funding for Schools
The new Catholic Enterprise Agreement (CEA) provisions specify that an employer may require a teacher to undertake work and attend school activities outside the normal hours of attendance. When this occurs, the attendance will be subject to Time In Lieu (TIL) provisions. On the basis that school activities such as camps and excursions that incur TIL costs are greater as school locations become more remote, the CECV Board approved that from the 2023 year, an additional pool of income for Location Funding will be available to eligible schools.
Eligible Victorian Systemic Catholic schools will receive increased recurrent funding as additional support associated with the TIL provisions in the CEAs. The additional location loading methodology is designed to provide nominal additional funding as school activities such as camps and excursions that incur TIL costs are felt greater as school locations become more remote.
Primary Schools:
- All Primary schools will soon receive an Additional Location Loading allocation.
- Distribution Methodology:
Schools who are classified as remote under the Accessibility/Remoteness Index of Australia (ARIA) score, and hence in receipt of location loading funding will receive a minimum amount of $4,200 (notionally 10 CRT days). The remaining allocation will be distributed on a per pupil basis based on the 2023 August census.
Secondary Schools:
- Eligible secondary schools Secondary with an enrolment under 500 students will also receive nominal additional funding. This additional Location Loading is included in your 2023 Version 3 Budget Worksheet under Item D6
- Distribution Methodology:
Schools who are classified as remote under the Accessibility/Remoteness Index of Australia (ARIA) score, and hence in receipt of location loading funding (Item B11 on the budget worksheet) and with enrolments of less than 500 students will receive a notional funding amount based on a per pupil basis.
Any questions on the additional location loadings can be referred to the DOBCEL Business Managers.

Seeking Feedback on Changes to NAPLAN 2023
This year, NAPLAN moved from May to March, and changes were made to reporting in order to provide simpler, clearer, and more meaningful results.
ACARA are keen to hear from principals and teachers, as well as parents and carers, on these changes. Their feedback will be captured via a survey from 9 October to early December 2023.

Discovering God and what it means to be Catholic is an introductory resource for adults considering becoming a Catholic and is ideal for adults engaged with the Rite of Christian Initiation of Adults (RCIA) process.
It would also be beneficial for those wanting to update their faith, for those wishing to get a basic understanding of the Catholic faith and for older high-school students.
Discovering Prayer: A 30 day prayer journey of encountering God, and love is a prayer/reflection book originally designed for a person who was beginning to learn about prayer. However, it has been purchased by many practicing Catholics who are looking for something that offers a short daily reflection for a month, and that can easily slip into your pocket or hand-bag.
It is also being purchased by schools as a graduating gift and by RCIA teams for their catechumen and candidates.
Single copies of these books are provided free to enquirers through the generosity of donors who support the work of the Catholic Enquiry Centre. To order your free copy within Australia please use this form. Country Dioceses Leadership Program (CDLP) 2024 Applications Open
The Country Dioceses Leadership Program (CDLP) enables middle leaders from across three country Dioceses (Ballarat, Sandhurst & Wagga) to engage in a residential 7-day professional development program with a significant focus on the skills, knowledge and capabilities for effective middle leadership within a Catholic context.
The program provides opportunities for participants to identify their effective leadership practice and apply this within their own school context through a spaced learning model, and a coaching program.

People and Development Update
Graduate/Early Career Teacher Support
As a Graduate/Early Career Teacher (first 3 years) within the DOBCEL system of school, we would like to provide the opportunity to engage with you to reflect on your successes as an early career teacher and an opportunity to discuss where you may need additional development that can be supported at a system level.
All Graduates and Early Career Teachers are welcome to participate. Those who have been a participant of the 2023 Program will receive an invitation to participate in a one-to-one engagement via Microsoft Teams for approximately 30 minutes in duration.
The purpose of these conversations is to provide personalised systemic support and to inform the future development of our Early Career Support Program. It provides a complementary support structure to the nurturing environment of your school at a time of year when you may be challenged by the diverse demands of the teaching profession. We are keen to hear what is working and what we can improve in the future.
Contact will be made with Graduate/Early Career Teachers who have participated in the 2023 program to schedule meeting time. Those who have not received contact by Friday 13 October and would like to participate should contact Sarah Hanley: Talent Acquisition Partner.

Learning and Teaching Update
Data Storytelling: Dr Selena Fisk Returns
Dr Selena Fisk worked with primary and secondary staff across our diocese during Term 1 of 2023, assisting in the process of Data Storytelling - using relevant data effectively and collaboratively to identify both areas for school growth and also celebrate areas of success.
Selena is returning to work in Victoria during 2024 and is partnering with our Diocese to again work with schools aiming to maximise their use of data and to shrink the time between collecting learning data and acting on it. Interested schools have two options for working with Selena:
Data Storytelling: The Next Chapter
Schools who have previously engaged with Selena Fisk will continue their learning and refinement of practice using data to inform instruction and strategic decisions. Early in the year schools will identify a data project within their school that will improve data processes and present their work in Term 4, receiving feedback from Selena. Note the early date in Term 1.

The Voice Referendum
The 2023 Referendum will take place on 14 October and is a chance for Australians eligible to vote to consider altering the Australian Constitution to “recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice”.
Resources relating to the Referendum were previously promoted to schools through this newsletter. Since then, many more opinions and resources have become available and included below are a small sample of credible resources that might assist people in making an informed decision.

The referendum is Australia’s gateway moment: an opinion article by June Oscar, a Bunuba woman and Aboriginal and Torres Strait Islander Social Justice Commissioner
The Voice to Parliament would enhance Australian governance: an open letter penned by retired judges, providing legal insight into what a “yes” vote will and won’t result in
Tutor Learning Initiative
Schools will be aware that the Tutor Learning Initiative (TLI) has been continued until at least the end of 2025. The funding will be specifically aimed at students classified through 2023 & 2024 NAPLAN assessment as ‘Needing Additional Support'. This modification of criteria may change the funding amount schools might have expected to receive based on previous years.
A number of schools planning for the use of this funding have asked about how the funding can be correctly used. Advice from the Dept of Education Team TLI team is as follows:
TLI funds should only be used for the employment of tutors to deliver small group tutoring. TLI funding should not be used for the purchase of any resources – books, furniture, professional learning etc.
To be employed as part of the TLI a tutor must be either:
- a teacher currently registered with the Victorian Institute of Teaching (VIT)
- a teacher with VIT Permission to Teach (Teacher Tutor)
- a pre-service teacher (employed as an education support class employee)
- working under the supervision of an experienced teacher
- a speech therapist or occupational therapist (employed as an education support class employee) employed to enable learning support for identified students.
