Reflection Piece - The Communion of Saints...
This Friday, 1 November, is The Solemnity of All Saints. In the Catholic Tradition this is a very important day on the Liturgical Calendar. It is a day when Catholic Christians remember the whole Communion of Saints. What does this mean? Fr. Ron Rolheiser OMI explains:
I believe in the communion of saints! This is a dogma of our creed upon which we too seldom reflect. What does it mean to believe in a communion of saints? Simply stated, it means that, as Christians, we believe that we are still in communion with those who have died. Among other things, this says that we can relate to them, speak to them and be spoken to by them. The bond of love and of family still exists between those who have died and ourselves. We can still be present to each other and influence each others’ lives.

I trust VCE exams and final assessments have started smoothly for our secondary Colleges this week. I know it can be a stressful time for students, teachers and families.
Yesterday we were delighted to welcome a $100,000 grant from the Bertalli Family Foundation. This funding will support ten of our small, remote primary schools to implement a structured literacy approach in 2025. The full story is below.
Tomorrow, I am in Horsham for the final leadership gathering with Principals for the year. As part of this gathering the four Message Sticks which have been travelling around the diocese to mark the 150th Anniversary of the formation of the diocese will be brought together for a final blessing.
I thank schools for the wonderful way you have embraced the journey and spirituality of the message sticks and celebrated the connectedness of our school and parish communities. The four Message Sticks will now find a home in a prayer space within each of the Catholic Education Ballarat zone offices. They will be available to journey outwards to further gatherings with their presence in liturgies symbolically reminding all that, from the Murray to the Sea, we are a hope-filled Catholic community of communities.
It is always pleasing to see staff taking time for retreat and renewal. I trust staff from the Western Trinity Network - St Malachy’s (Edenhope), Sacred Heart (Casterton) and St Joseph’s (Coleraine) - had an enjoyable and worthwhile experience in Halls Gap this week, with a focus on wellbeing and Religious Education.

Catholic Education Ballarat welcomes Bertalli Family Foundation support for literacy in remote schools
Ten remote Catholic primary schools across the Diocese of Ballarat will benefit from additional support to implement a structured literacy approach in 2025 thanks to a $100k grant from the Bertalli Family Foundation.
The ‘Aurora Project’ will deliver 12 months of professional development and coaching led by Diocese of Ballarat Catholic Education (DOBCEL), in partnership with La Trobe University, for more than 60 teachers across the ten schools, directly enhancing literacy instruction for 400-500 students.
DOBCEL Executive Director Tom Sexton says the additional support for the remote schools is greatly appreciated.
‘There is an overwhelming body of research supporting a structured approach to teaching reading and literacy as the most effective method,’ he said.
‘In early 2023 DOBCEL formed a partnership with La Trobe University to proactively address the issue, and since then support has been provided to schools and teachers across the diocese to make a strategic shift to the more structured literacy approach, informed by the sciences of reading and learning.
‘This funding from the Bertalli Foundation now provides extra capacity to deliver more targeted support to our remote schools and students, who need it most.’
La Trobe University has been leading a push to overhaul the way children are taught to read for many years, utilising the science behind reading and language development.
Dr Tanya Serry, Professor of Literacy and Reading at La Trobe School of Education, says ‘we are committed to empowering educators with the knowledge and skills necessary to enhance literacy instruction.
‘The Aurora Project offers an exciting opportunity to collaborate with DOBCEL, ensuring that all students have access to high-quality literacy education, regardless of their geographical location,’ she said.
Over the past 40 years, the Bertalli Foundation has facilitated philanthropy in the education, medical, science, arts and cultural sectors, and for rural and regional programs.
Neville Bertalli from the Foundation said he recognised the need for evidence-informed programs when working with schools in the Western Port and Mornington Peninsula regions.
‘We became aware of the pivotal role of the teacher in improving literacy outcomes for students and wanted to extend support to both practising and future teachers.
‘We have been particularly impressed by the initial teacher education program offered to students at La Trobe University,’ Mr Bertalli said.
The partnership was announced at a gathering at Catholic Education Ballarat today.

Reflections on Communion from the Chalice
On September 28, Bishop Paul advised that the option of communion from the chalice may be reintroduced in the diocese of Ballarat from November 1, All Saints Day. The reintroduction of the option of communion from the chalice provides us with an opportunity to consider the significance of this practice as an important element in our celebration of the Eucharist. Bishop Paul has prepared some reflections on the communion with Christ that we celebrate in the Eucharist under the appearances of bread and wine. The reflections are attached in pdf and Word format.
Clergy Jubilarians Mass 2024 – Choir
Mass to celebrate the 2024 Clergy Jubilarians will be held on Thursday, November 14, 2024 at St Patrick’s Cathedral Ballarat at 5.00pm. The 2024 clergy Jubilarians are: 50 years – Frs Eric Bryant, Paddy Mugavin & Michael O’Toole, 25 years – Fr Ed Moloney. All are welcome to attend. Members of the Diocese of Ballarat are invited to join the choir for this Mass. Choir practice will be held on Sunday, November 10, 2024 at 6.15pm (following 5.00pm Mass) in the Cathedral.
Ordination to the Priesthood Mass & Thanksgiving Mass: Deacon Cay Trinh
- Deacon Cay Trinh will be ordained a priest for the Diocese of Ballarat on Saturday, November 23, 2024 at St Patrick’s Cathedral Ballarat at 10.30am. All welcome to attend. A light lunch will follow in the Hall. For those not able to attend, the Mass will be livestreamed at https://youtube.com/live/mbXDPuGpoYg?feature=share
- People of the Diocese of Ballarat are invited to form the choir for this Mass. The choir will be conducted by Roger Hillman and the Organist is Geoff Martin. Choir rehearsal times are Tuesday, November 12, Tuesday, November 19 and Thursday, November 21 from 7.00pm – 9.00pm at St Patrick’s Cathedral Ballarat. It would be preferred if you could commit to all rehearsals for this Mass.

Early Career Teacher Check-ins Term 4
As planning for the 2025 Early Career Teacher Program begins and we reflect on the 2024 Program, we would like to engage with Early Career Teachers (ECTs) to provide the opportunity to engage and reflect on their successes and an opportunity to discuss where additional development can be provided at a system level.
To enable this, the Early Career Teacher program in Term 4 is individual check-in conversations intended to share the successes and challenges of 2024. ECTs will be asked to share their experience engaging in the early career teacher program, their experience in schools as an ECT and for CEB staff to provide any further individualised advice or feedback during the call.
Anyone who has participated in an early career teacher session in terms 1,2 and 3 should have received an email inviting you to participate. If you are yet to book your conversation in, please click here to book. The Teaching Excellence Program - Staff Professional Learning Opportunity
(Applications open until Sunday 3 November 2024)
The Teaching Excellence Program (TEP) enables highly-skilled teachers to advance their capability and confidence for exemplary teaching.
TEP2025 is fully funded by the Victorian Academy of Teaching and Leadership and is a year-long professional learning program for highly-skilled teachers, aimed at supporting and challenging them to become even better teachers. Through the program, teachers analyse their teaching practice to deepen content and pedagogical content knowledge in and across the key discipline areas. They access contemporary, evidence-informed research and apply this learning to their students’ learning needs. Teachers utilise a practitioner inquiry approach to deepen their knowledge, capability and confidence to teach even more effectively in their context.
TEP is open to highly-skilled teachers with a minimum of three years’ teaching experience from the government, Independent and Catholic sectors, including those teaching in alternative settings.
Supported by a team of Master Teachers-in-Residence, TEP teachers engage with national and international expert educators in a diverse range of learning activities, including Conference Days, Discipline Days, Teaching Excellence Learning Community (TELC) Days and Practitioner Inquiry.
The program is structured around key disciplines, including:
- The Arts
- English, including English as an additional language
- Health and Physical Education
- The Humanities
- Languages
- Mathematics
- Science
- Technologies
Graduates of previous TEP program report that their teaching skills have improved, and their enthusiasm for the profession has grown. They also report the TEP has ‘inspired and invigorated them’, ‘revitalising’ them and reigniting their joy around teaching, with 84 % of 2023 TEP participants saying the program had a ‘significant impact’ on their students' learning outcomes.
Program Structure
Over one school year, teachers are expected to engage with and contribute to:
- orientation session (online, 90 minutes)
- conferences (2 days) in Melbourne
- discipline days (4 days) in Melbourne
- Teaching Excellence Learning Communities (TELCs) days (4 days). These are place-based (closest Academy location: Bairnsdale, Ballarat, Bendigo, Geelong, Melbourne, Mildura, Moe, Shepparton).
The breakdown of time per term (based on 2024 program) is expected to be:
Term 1 – orientation session and 3 days
Term 2 – 2 days
Term 3 – 2 days
Term 4 – 3 days

To support applicants with their 2025 TEP applications and answer any questions, we are holding weekly drop-in information sessions for both teacher applicants and principals.
We encourage applicants to attend an applicant/teacher information session to find out more about the program and so that we can clarify and support applicants to submit their applications. The principal information sessions are opportunities to hear from Principals-in-Residence. The sessions will provide information for principals to support their teacher applicants through the application process and the year of professional learning that follows.

The Country Dioceses Leadership Program (CDLP) enables middle leaders from across three country Dioceses (Ballarat, Sandhurst & Wagga) to engage in a residential 7-day professional development program with a significant focus on the skills, knowledge and capabilities for effective middle leadership within a Catholic context.
The program provides opportunities for participants to identify their effective leadership practice and apply this within their own school context through a spaced learning model, and a coaching program.

The Out of Home Care Partnering Agreement is a critical initiative designed to improve the educational outcomes and overall well-being of children and young people living in out-of-home care (OoHC). Expression of Interest for Schools Parents and Resilient Kids (SPARK) Program in 2025 for Primary schools in the Central Highlands Area.
The Schools Parents and Resilient Kids (SPARK) program is an evidence-based early intervention program for children Foundation/Prep to Grade 2 with disruptive and challenging behaviours. Funded by the Victorian Government in partnership with Grampians Health, the Department of Education, and Catholic Education Ballarat, the program offers schools in the Ballarat/Grampians region the opportunity to participate in 2025.
The program involves screening all children in these grades to identify those with mild to moderate levels of disruptive and challenging behaviours. Selected children and their parents participate in the evidence-based early intervention program. The SPARK Program, run by the ICYMHWS aims to improve child behaviour, family relationships, and assist parents and schools in managing difficult behaviours. The program also facilitates referrals to local agencies for additional support if needed.
The components of SPARK are summarised below
- Child program: in the 10-week program, children learn social and emotional skills such as problem-solving, emotion regulation, and empathy in small groups. Let’s keep the letter to one page in length. It also promotes prosocial behaviours like cooperation, kindness, and respect, fostering supportive environments in both the classroom and home.
- Teacher professional development: professional development sessions are offered to all teachers as well as ongoing support for implementing classroom strategies that are parallel to the SPARK program. Development of behavioural management plans are also offered to teachers.
- Parent/carer program: The Bringing Up Great Kids (BUGK) program is offered to all parents and carers in the school. BUGK gives caregivers insights into their parenting style and practical strategies, reinforcing the social and emotional skills their children are developing. There is also parent/carer support from our Peer Carer Support Worker.

Spotlight on Respectful Relationships in Secondary Schools
We are excited to invite you to our upcoming Respectful Relationships professional learning session. Respectful Relationships education is a core component of the Victorian Curriculum from foundation to year 12. It is all about embedding a culture of respect and equality across the entire school community. In partnership with the Catholic Identity and Mission team, this session aims to explore a whole school approach to Respectful Relationships with consideration to the new Vic Curriculum HPE and the soon to be released and updated RRRR resource.

Released on the 24th of October 2024, “Dilexit nos,” Pope Francis’ fourth Encyclical, retraces the tradition and relevance of thought on “the human and divine love of the heart of Jesus Christ,” calling for a renewal of authentic devotion to avoid forgetting the tenderness of faith, the joy of serving, and the fervour of mission. The Prayer of Pope Francis
“I ask our Lord Jesus Christ to grant that His Sacred Heart may continue to pour forth the streams of living water that can heal the hurt we have caused, strengthen our ability to love and serve others, and inspire us to journey together towards a just, solidary and fraternal world. Until that day when we will rejoice in celebrating together the banquet of the heavenly kingdom in the presence of the risen Lord, who harmonises all our differences in the light that radiates perpetually from his open heart. May he be blessed forever” (220).
I invite you to spend time in prayer with this moving letter from his Holiness, Pope Francis. As he writes, ‘Jesus is now waiting for you to give him the chance to bring light to your life.’ Then, share that light in service to others. ‘Speak of Christ, by witness or by word, in such a way that others seek to love him,’ Pope Francis encourages us.

When children visit this display of over 500 Nativities they experience Nativities that illustrate the story of Jesus birth as told in the Gospels of Matthew and Luke. They get to see and smell frankincense and myrrh and to hold coins that date back to the reign of Herrod, that is the time of the birth of Jesus.
The other Nativities are from twelve African nations, fifteen American nations, eighteen Asian nations and twenty-five European nations – most hand crafted and some highlight issues of social justice or theological interpretation.
We can work with up to fifty children at a time and a session usually lasts for 90 minutes.
