Executive Director’s Update to Principals #25 - 1 June 2023
EBA Update
In preparation for the finalisation and voting on the proposed Catholic Education Multi Enterprise Agreement 2022 (“CEMEA 2022”), attached below is a draft presentation of the Key Changes. Although this is draft, we do not anticipate any material changes in the final stages. Please note that this is a draft presentation only and is not for sharing until further advised. Note, the key changes are the same changes that we have communicated and discussed with you via earlier briefings and zone meetings.
We will host two optional Q&A sessions tomorrow, Friday 2 June at 8.30 am and at 11.00 am, should you have any questions about the key changes.
An Outlook invitation will be sent. The focus of these Q&A sessions is the Key Changes.
We will share any further information regarding the access and voting process and timeline once this information has been confirmed.
Additional support
We are working on materials for further support to principals/school leadership teams to engage with your staff on the proposed CEMEA 2022. In addition to offering some online webinars for school leadership teams, we will also make available in the coming days:

- A DOBCEL PowerPoint presentation to assist in explaining 30+8 model and TIL for Teachers – two versions: one with a pre-recorded voice over and one with speaking notes
- DOBCEL Key Changes Guidance document (PDF)
- A range of CECV published documents (including: a circular on voting; the full proposed CEMEA 2022; a joint document from CECV and the IEU on key changes; proposed salary tables; and an FAQ)
We will also schedule additional briefing sessions shortly on:
- Access period and voting process and timing (for Principals)
- Key changes for the proposed Agreement (available for Principals, Deputy Principals and Business Managers)
Catholic Church Insurance Update
As you may be aware, The Board of Catholic Church Insurance (CCI) has recently decided to voluntarily place the organisation into ‘run-off.’
While CCI have a significant history of providing insurance and advice to schools, parishes and diocesan entities, this decision means that CCI will not issue new policies or renew any existing policies for all insurance business from 29 May 2023.
DOBCEL policies currently with CCI for the majority of insurable risks will expire on 31 March 2024, providing time for DOBCEL to seek alternative insurance arrangements.
While CCI will continue to manage claims on all current policies in line with policy terms, where schools require new policies, e.g., Construction Insurance for upcoming capital projects, please contact the office and we assist in finding a solution.
Should you have any queries, please contact Paul Jans on 0418 523 703 or email.
