Uluru Statement from the Heart
This week is National Reconciliation Week. It is an opportunity for us to reflect upon The Uluru Statement from the Heart and what it may mean for Australia.
We, gathered at the 2017 National Constitutional Convention, coming from all points of the southern sky, make this statement from the heart:
Our Aboriginal and Torres Strait Islander tribes were the first sovereign Nations of the Australian continent and its adjacent islands, and possessed it under our own laws and customs. This our ancestors did, according to the reckoning of our culture, from the Creation, according to the common law from ‘time immemorial’, and according to science more than 60,000 years ago. This sovereignty is a spiritual notion: the ancestral tie between the land, or ‘mother nature’, and the Aboriginal and Torres Strait Islander peoples who were born therefrom, remain attached thereto, and must one day return thither to be united with our ancestors. This link is the basis of the ownership of the soil, or better, of sovereignty. It has never been ceded or extinguished and coexists with the sovereignty of the Crown. How could it be otherwise? That peoples possessed a land for sixty millennia and this sacred link disappears from world history in merely the last two hundred years?
With substantive constitutional change and structural reform, we believe this ancient sovereignty can shine through as a fuller expression of Australia’s nationhood.
Proportionally, we are the most incarcerated people on the planet. We are not an innately criminal people. Our children are aliened from their families at unprecedented rates. This cannot be because we have no love for them. And our youth languish in detention in obscene numbers. They should be our hope for the future. These dimensions of our crisis tell plainly the structural nature of our problem. This is the torment of our powerlessness. We seek constitutional reforms to empower our people and take a rightful place in our own country. When we have power over our destiny our children will flourish. They will walk in two worlds and their culture will be a gift to their country.
We call for the establishment of a First Nations Voice enshrined in the Constitution. Makarrata is the culmination of our agenda: the coming together after a struggle. It captures our aspirations for a fair and truthful relationship with the people of Australia and a better future for our children based on justice and self-determination. We seek a Makarrata Commission to supervise a process of agreement-making between governments and First Nations and truth-telling about our history. In 1967 we were counted, in 2017 we seek to be heard. We leave base camp and start our trek across this vast country. We invite you to walk with us in a movement of the Australian people for a better future.

Creator Spirit,
All creation once declared your glory,
Your laws were honoured and trusted,
Forgive us our neglect as our country approaches
the most critical moment in its history.
Listen to our prayer as we turn to you,
Hear the cry of our land and its people,
Just as you heard the cry of Jesus,
your Son, on the Cross.
Help us to replace our national shame
With true national pride by restoring the
dignity of our First People whose antiquity is
unsurpassed.
May our faith and trust in you increase.
Only then will our nation grow strong and be
a worthy place for all who wish to make their home in our land.

National Reconciliation Week
As you can see in our reflection this week is National Reconciliation Week. The theme is ‘Be a Voice for Generations’, urging all Australians to use their power, their words and their actions to create a better, more just Australia for all of us. I know our school communities are reflecting, understanding and celebrating National Reconciliation Week across our diocese in a variety of ways. It remains imperative that we persist in cultivating empathy and understanding, embracing our indigenous sisters and brothers with open hearts and minds.

On Friday evening, over 100 Diocesan staff, family and friends came together to recognise and celebrate our staff who have reached the remarkable milestone of 30 years of service to Catholic Education. We also celebrated with three staff members and their family and education community who were recognised for their outstanding service, leadership and innovation in our education community.

Fullness of Life Award
Criteria for a staff member who demonstrates:
- Leadership that leads to fullness of life for colleagues and/or students
- Excellence in education, staff formation or professional learning and student learning
- Education innovation for demonstrated commitment to evidence-based practice in education

Those that were recognised for their 30 years of service and our Award recipients, recognise leadership that reflects one or more aspects of the Diocesan Education Vision being, ‘as partners in Catholic Education, open to God’s presence, we pursue fullness of life for all.’
We will be reviewing how the evening progressed shortly. One topic of discussion will be the possibility of hosting this function in another zone for 2024 - this will be dependant on where the majority of recipients are located. We look forward to bringing you this significant event again next year as we celebrate the Ballarat Diocese’s 150th anniversary.
Principal Announcements
Announcement of Resignation - St Patrick's Catholic Primary School, Stawell.
Chris McAloon, Principal of St Patrick’s Catholic Primary School in Stawell, has accepted the position of Principal at St Francis of Assisi in Humpty Doo, Northern Territory. Chris’ last day at St Patrick’s will be on 14 July 2023. While we are sad to have Chris leave our Diocese, we are very supportive and excited for him as he takes on this new challenge.
Chris has worked in the Ballarat Diocese since 2015. He began as a teacher at St Mary’s in Ararat. His leadership skills were identified early and he quickly progressed to the position of Deputy Principal. In 2020 he was appointed Principal of St Patrick’s.
Announcement of Appointment- Siena Catholic Primary School, Lucas.
Mrs Shelley Ryan has been appointed as Principal of Siena Catholic Primary School, Lucas. Shelley will commence this new position at the beginning of Term 4, 2023.
Shelley has served the community of St Joseph’s Catholic Primary School Werribee as Foundation Principal since 2020. She is regarded as a professional and effective leader by her colleagues and a passionate and pastoral contributor to her education community.
Prior to her appointment to St Joseph’s, Shelley was acting Principal at St Mary’s Clarkes Hill and St Brendan’s Dunnstown. She has also held leadership and teaching positions at Emmaus Catholic Primary School Mt Clear, St Francis Xavier Primary School Ballarat East, St Augustine’s Primary School Maryborough and St Patrick’s Catholic Primary School, Stawell.
Official Blessing & Opening - Emmaus Leadership Centre
Last Friday during Catholic Education Week, Emmaus Catholic Primary School, Mt Clear had the official opening of their new Leadership Centre.
A Welcome to Country and Smoking Ceremony were performed by Peter - Shane Rotumah, and a blessing service was given by Father Jorge. The ceremony also featured a script read by a staff member on behalf of the Jason Clare MP - Minister for Education.
The leadership centre features a retreat room, where grade sixes can start the day twice a week, taking up activities such as yoga and puzzles, art and crafts.

Gavin Abraham - New guide supports local reflection on Plenary Council outcomes
On the Feast of Pentecost, a new guide has been published to support local reflection on the outcomes of the Fifth Plenary Council of Australia. Carrying Forward the Plenary Council invites Catholic parishes, schools and other communities to pray about, reflect upon and review what they are already doing, or could be doing, in relation to acting on the commitments the Council members made in the decrees.
As Plenary Council vice-president Bishop Shane Mackinlay wrote, Carrying Forward the Plenary Council “can help us continue with the synodal journey, walking together and encountering the face of Christ in each person”.

Graduate Teachers.
A reminder that registration is open for the Graduate Teacher Day for the 2nd and 3rd year teachers in both Primary and Secondary Schools on 19th June 2023.
The venue for the professional learning is St Mary’s Parish Centre, Ararat and it will commence sharply at 9.30 am.

Relationships and Sexuality Education - Fullness of life for All.
Registrations Now Open!
Professional Learning for the Diocesan Scope and Sequence.
Fullness of Life for All is taking place on Wednesday 14th June, at this stage, the venue is the Country Plaza Halls Gap. The day will commence at 9.30am and conclude at 3.00pm.
This opportunity is designed for primary school educators and will explore the theological underpinnings of the resource and an opportunity to unpack the content and how this may look in individual school settings.

Social Justice Event at Trinity College - the School of St Jude.
Please find attached information below about an evening with Gemma Sisia to be hosted by Trinity College, Colac.
Trinity College has provided support the school in Tanzania and travelled to the community as part of an Alternate to Schoolies Immersion programme prior to covid.
Online Intensive Unit: Teaching Meditation and Prayer.
Catholic Theological College is running the online unit Teaching Meditation and Prayer over two Saturdays in June and two Saturdays in October. Please see the attached flyer for more information.
This unit is designed to assist educators to develop skills in teaching meditation and prayer within the classroom and other school contexts. The emphasis is on silent meditation and establishing places of silence in a contemporary context.
Teaching Meditation and Prayer may be undertaken as a single unit for credit, as part of an undergraduate or postgraduate award, or simply for personal enrichment (no assessment/credit). The unit is typically taken as part of the Graduate Certificate in Teaching Meditation, which is recognised by Meditation Australia.
The unit may also be eligible for maintaining accreditation for teaching in Catholic schools. Teachers should check with their local education office.

Reflection of Data Literacy Day with Selena Fisk.
Tomorrow is the first of the scheduled opportunities for schools to reconnect to the data storytelling work of Dr Selena Fisk. Schools have the option of Wednesday June 7th if this is more convenient.

Improving Literacy in the Secondary Years (ILSY) Professional Learning.
Forty participants from eight secondary schools in the Ballarat Diocese participated in the ILSY professional learning workshops on 24th and 25th May in Ballarat. On Day One, learning area leaders (LALs) from the faculties of Health and Physical Education, Technologies and The Arts came together to understand more about disciplinary literacy, identify the literate demands in their subjects and how different literacy strategies could be applied in their learning areas. Participants from each school will now work together to develop a literacy focused action learning project and present their findings in Term Three.
The inaugural ILSY Whole School Implementation Team (WSIT) professional learning program was held on the 25th May with previous ILSY participants and leaders of learning joining together as school teams to develop their understanding of how program logic thinking and planning tools can be applied to develop a whole school literacy improvement plan. School teams had an opportunity to work closely together under the guidance of Dr Rob Sbaglia, Dr Pauline Thompson and Professor Lariss McLean Davies from the University of Melbourne. Each school team will receive further online workshops, coaching and present their implementation plan in Term Four.
The ILSY professional learning program is a research partnership with the University of Melbourne which commenced in 2021. For the last three years, over 100 teachers and leadership staff from 11 secondary schools have participated in the three different programs provided as part of the ILSY professional learning suite for Learning Area Leaders, Executive and Whole School Implementation Teams.
The Evidence for Learning Improving Literacy in Secondary School Guidance Report has informed the development of the ILSY program. Further reading about this can be found here.
Primary Leaders of Learning.
Last Thursday our Primary Leaders of Learning gathered online to engage in information sharing, professional dialogue, to focus on pedagogical approaches, share best practice and foster partnerships between leaders.
Sessions included Universal Design for Learning, Data Storytelling, The Revised PLC Health Check, EAL - Taking the First Steps with a new arrival, Academic Vocabulary, a close look at Rosenshine’s Principles of Instruction and a brief introduction to the Education Landscape work.
All sessions were recorded and are available to leaders. Please contact Samatha Meerbach for access to the recordings.
The next Primary Leaders of Learning (PLOL) will be held online on Tuesday 25th July 9am-3pm. Register online via the following link. Feedback is welcomed and encouraged, as is any suggestions of content for the next session.
Michael Ymer - Teaching the 4 Operations.
Michael’s work in classrooms, takes workshop ideas away from the conference room and into the classroom.
Issues that will be a part of each modelled session include -
- Managing maths materials
- Organising classroom layout
- Engaging reluctant students
- Offering success at different levels
This day will be activity based with a range of ideas that will help teachers investigate the stepping stones to teaching and learning addition, subtraction multiplication and division.

The CECV Aboriginal and Torres Strait Islander Education Working Party has developed a Voice, Treaty, Truth Resource which contains credible websites, webinar/media clips and other resources to provide more information to schools and offices on the Aboriginal and Torres Strait Islander Voice to Parliament. The momentum for Australia to become a more just, equitable and reconciled country for all has been building for many years. This year’s National Reconciliation Week theme encourages all Australians to Be a Voice for Generations. There are many ways we can do this in our workplaces, communities, homes and social settings. The CECV Aboriginal and Torres Strait Islander Education Working Party has created a document of websites and other resources that may prove valuable in celebrating this week.
National Reconciliation Week Prayer.
For the first time, the afore-mentioned Working Party has written a prayer to celebrate National Reconciliation Week. All Victorian Catholic schools and offices are invited to join in unity and voice by saying the prayer during the week.

Country Education Partnerships held its AGM on May 5.
At Country Education Partnership’s AGM 2023, held May 5th we were treated to a couple of guest speakers, a panel discussion and a couple other presentations.
Peter Shearer, Principal of St Joseph’s School in Clare, South Australia was one of the key speakers. Peter spoke about the passion and energy of being a regional principal. Data has been a big focus for Peter with a strong emphasis on the personal connection to data that informs practice and recognises success and change.
Peter talked about podcasting being the most engaging connection to literacy for his students. Students interview visitors, read the newsletter, create recordings with items of interest …and was so highly evident of UDL when he identified that this was the very first time a visually impaired student was able to engage with the newsletter.
Because the school believes that reading is important they add into the student reports the percentage of nightly reading and build partnerships with parents to support them to set up for success. This is also part of their Dad’s Day events. The Fathering Project is a resource that enriches that work.
St Joseph’s is a highly innovative school with strong links to the community. One example of the valued connection to community is evidenced in events like ANZAC day, which leads to the school providing wreaths to the 10 towns in their catchment who have an ANZAC event and encouraging and working with students to be engaged as representatives of their school. Another key achievement in engagement with community is in developing curriculum which involved identifying the community services and people who are able to enrich and develop curriculum. Peter advocated for the use of Bank of Ideas by Peter Kenyon as a key resource used in building community within community and SPERA as a wonderful resource for ideas about connecting to rural communities, forging connections with young people, and attracting people to rural areas.

Following the success of the Autumn Series CEP are now offering the Winter Series of professional development webinars. This series will focus on the demands associated with working in the education industry and balancing educators' own health and well-being. Specifically designed by educators, for educators, this season consists of four highly interactive online sessions.
The first session starts on Wednesday 31 May 4:00pm - 5:00pm.
We will hear from leaders who are achieving success in challenging environments, and implementing techniques to help them not only survive but thrive in these challenging conditions.
Join us online on Wednesday afternoons throughout May and June to take the first step towards professional growth and well-being.

Last week’s CECV comms included a CECV Circular – 2023 NCCD evidentiary requirements.

Team Teach – Positive Behaviour Support Training.
Responding to challenging behaviours in the school setting requires a multi-tiered system of supports which build the necessary universal practices as well as supporting effective responses to specific behaviours of concern.
DOBCEL has a commitment to align practices with the School-Wide Positive Behaviour Support Framework.
TeamTeach – a recognized external provider - has a number of training options which may support school-wide approaches to positive behaviour support with particular attention to Tier 3 responses.
“Our Positive Behaviour Support Level Two course is held over two days and is designed to deliver proven, safe strategies for anyone managing challenging behaviour in medium-risk settings. It provides an understanding of the causes of challenging behaviour, along with respectful, supportive and practical strategies for de-escalation and crisis intervention.
All techniques that we teach are situated within an approach to behaviour management which seeks to minimise the need for physical intervention and maintain positive relationships.”

Schools may wish to engage TeamTeach directly or alternatively a cluster of schools may choose to send staff representatives to a combined schools training day at a central location which CEB could arrange on your behalf. This may be a more cost-effective way to engage in this training.

Be You Educator Wellbeing.

This session is open to all school staff across the Diocese. It will explore the 'Be You Wellbeing Plan for Educators'. The plan is designed to help you support your own mental health and wellbeing in the workplace and address the unique challenges you may experience as an educator.
It will assist you to consider practical strategies and resources you can use to promote and protect your wellbeing both in and outside of work. It will also help with planning ways to manage difficulties or disruptions at work, and to identify paths for help-seeking.
