From the Executive Director

This week marks an important moment in our enterprise bargaining process, with the staff survey opening this Friday, 17 October. The survey link will be emailed directly to all staff by the Victorian Catholic Education Authority (VCEA) and will remain open for one week. This short, yes or no survey will help determine whether we can move quickly to a formal vote on the offer for staff across Catholic schools in Victoria, developed through the VCEA. The offer delivers real benefits for staff and schools – higher pay, better conditions and greater certainty, without delay. I encourage everyone to watch the short video message from James Merlino, Chair of the VCEA, as well as my own video message, and read the detailed article below to learn more before completing the survey. I hope you’ll take the time to consider what is a really strong offer and say yes to proceed to a formal vote.
This week, the DOBCEL Board is meeting in Port Fairy, and Board members and I are visiting schools across the region. We also enjoyed a wonderful dinner last night with local principals and School Advisory Council Chairs – it was very well attended and a great opportunity for conversation and connection. It’s always energising to be in schools, connecting with staff and students and seeing the dedication, creativity and faith that shape our communities. I look forward to sharing more from these visits in next week’s newsletter.
Finally, I want to acknowledge all those supporting our Year 12 students as they complete their final days of classes – teachers, school leaders, and families. This time of year brings a mix of pride, anticipation and reflection as students reach the culmination of their school journey and prepare for the diverse paths ahead – whether that’s their final exams and further study, apprenticeships, or entering the workforce. We are deeply grateful for the care and commitment that staff bring to preparing and guiding students through this important milestone, and we hold all our Year 12s in our prayers over the coming weeks.

Enterprise Bargaining Offer for Staff - Survey link to be shared this Friday 17 October

Your Voice Matters
This Friday, 17 October, all Catholic school employees across Victoria will receive a short, yes or no survey on the Enterprise Bargaining Offer developed by Catholic school employers through the Victorian Catholic Education Authority (VCEA).
This is a critical step in the process, and your response matters. The survey will be sent directly by the VCEA and will be open for one week, closing Friday 24 October.
If the majority of employees indicate their support for the offer, the process can move swiftly to a formal vote and, if endorsed, deliver higher wages and improved conditions from the start of the 2026 school year.
If support is not achieved at this stage, the offer will be withdrawn, and bargaining will revert to the traditional process. Due to the timing of the state election next year, it is unlikely that any new agreement will be reached in the state sector until late 2026 at the earliest. That means our people could be waiting a year or longer before any wage increases or enhancements to conditions could take effect.
Real improvements, without delay
The offer on the table represents the strongest in many years – designed to deliver real benefits for our people and their families now, not in a year’s time.
Key elements include:
- A $1,500 bonus (pro-rata for part-time staff)
- A minimum 7% pay increase from January 2026 – the largest single-year rise in 25 years
- Pay parity with government school employees for the life of the agreement
- Enhanced leave provisions and improvements for Education Support staff, deputy principals and primary principals
This offer recognises the vital contribution of every Catholic school employee and responds directly to what staff have told us matters most: more money in your pocket and better conditions, sooner.

These sessions are open to all staff and will help ensure everyone is fully informed before completing the survey.
What will the offer mean for schools?
By supporting the offer now, employees can help bring certainty, stability and calm to our schools.
- Schools can plan budgets with confidence.
- Staff can focus on their students and the year ahead.
- The 2026 school year can begin in a considered and positive way.
Early agreement is in everyone’s best interest. It avoids the stress and tension of prolonged, antagonistic negotiations and allows us all to move forward together.
Supporting both processes
If you have already indicated support for a Single Interest Agreement (SIA) through your union, this does not prevent you from supporting this offer as well. Employees are encouraged to consider the benefits of this offer and participate in the survey regardless of any previous indication of support for an SIA.
Confidential and anonymous
The survey will be conducted confidentially and anonymously. We encourage every employee to take a few moments to consider what this offer means for them, their families and their school community – and to have their say.
Your support at this stage is essential to deliver the wage increases and improved conditions that staff have been asking for.
Focus on outcomes
While there has been discussion from some about the type of agreement being proposed, our focus here is on delivering real benefits and outcomes – higher pay, better conditions, and greater certainty – without delay.

Collaborative Innovation Research Prototypes
Ready to grow an idea into action?
CIRPs invite schools to work together, test new approaches, and share learning. These prototypes are first steps toward solutions that can create new possibilities for learners and educators across our system.
We call them prototypes because that’s what they are: first versions designed to test and evaluate new ideas. Innovation is about bringing ideas into action, fostering curiosity, and creating space for creativity. CIRPs provide a resourced opportunity to explore new ways of addressing shared educational challenges. Some prototypes will work better than others – and that’s okay. Each one contributes to collective learning that our other schools can build on over time.
Have an idea worth exploring together?
Whether you’re a teacher with a fresh classroom insight or an education support professional with a practical solution, CIRPs provide the opportunity to collaborate and experiment. Imagine joining forces with colleagues from your school and another to design and trial a prototype – a first version that tests a new approach to a shared challenge. These projects are about learning together, informed by research and supported by resources.
Key considerations for your application:
- Collaborate with at least one other school.
- Align your project to our strategic pillars.
- Collect baseline data and reflect contemporary educational research.
- Submit an estimated budget (up to $30,000) to cover staff release time, equipment, expert presenters, catering, and travel.
- Share your findings.
Applications for the final round of funding for 2025 close in Week 5.

Hats Off to Teachers!
In celebration of the World Teachers' Day this coming 31 October, the Australian Institute for Teaching and School Leadership (AITSL) is once again leading the “Hats Off to Teachers” campaign, celebrating the remarkable work of Australia’s educators who inspire, support, and educate children and young people every day.
Following the success of last year’s campaign—which reached millions across the country—AITSL aims to make an even greater impact in 2025.

AITSL invites organisations and individuals to support the campaign by sharing it widely with their networks and stakeholders.
The World Teachers’ Day campaign website has now launched, along with a refreshed celebration kit designed to help communities get involved and show appreciation for teachers.

Catholic Identity & Mission Updates
Priority Courses for 2026 – Sponsorship Applications Now Open
DOBCEL has identified the priority professional learning courses for 2026, with links and flyers now available online. These courses support teachers and leaders in meeting the VCEA Accreditation Policy requirements, particularly Level 2 Accreditation for those teaching Religion or holding leadership positions.
The programs provide valuable opportunities for theological reflection, formation, and deeper engagement with the Catholic tradition. Sponsorship is available, with enquiries and applications to be directed to sponsorship@dobcel.catholic.edu.au.

Professional Learning: CEB TAP PD Offerings
Once again, the Catholic Identity and Mission team (CI&M) with the support of a few generous colleagues in the diocese, are offering some hourly online sessions (3.45-4.45pm) this term to support professional learning opportunities that will accrue TAP hours. There is no need to book and the zoom or teams invite is already in the calendar. These offerings, including the online meeting format will be updated throughout the term via the calendar link . Please check the calendar for upcoming opportunities.
The first offering for Term 4 is on the ‘Dignity of the Human Person for RSE and RRRR Education.’ This will be offered this afternoon, 15 October from 3:45 – 4:45pm. The zoom link is already available on the calendar.

Lit-HAS Integrated Curriculum and Scope & Sequence Update
Stage 1: Aboriginal and Torres Strait Islander Perspectives
The first stage of the DOBCEL Primary Literacy - HAS (Humanities and Science) integrated curriculum update was recently completed and is now evident in our resources. We thank Belinda Chiswell, Helen Christensen and Jeanette Morris in particular, for collaborating to complete this piece of the work. This dedicated team audited the entire curriculum and all its associated resources to ensure that the language, images and messaging within were all culturally appropriate, respectful and reflective of the lived experiences of our Aboriginal and Torres Strait Islander students. This vital aspect of our Literacy portfolio will be ongoing. The next step will be to incorporate a wider variety of the work of Aboriginal and Torres Strait Islander authors in our "Reading Spine".
Stage 2: Victorian Curriculum V2.0 - Science and Humanities
The Flare Team is currently working to update the Lit-HAS curriculum, scope & sequence, and all associated resources to more accurately reflect the updates to the Victorian Curriculum Version 2.0. The process and results will be shared with you when the work is complete. In the meantime, it will be more important than ever that teachers are accessing the scope & sequence directly from the resource centre in the Flare website. This will take them to a 'static' copy of the 2025 version of the document, with which they are familiar. If they are using an unauthorised link to the scope and sequence, they are likely to hit the version we are currently working on, which may be extremely confusing.
We will provide further details about this update in our upcoming Literacy Leader Coaching sessions.

Early Career Teacher PL Term 4
Online session – Educator Wellbeing
Our next Early Career Teacher (ECT) professional learning session will be on Tuesday, 18 November from 2:15 pm to 3:15 pm.
This session will focus on Educator Wellbeing and will be presented by Be You.
The session will explore practical strategies to help you maintain balance, manage stress, and foster wellbeing as you continue to grow in your teaching career. It’s a valuable opportunity to pause, reflect, and invest in yourself before the end of the school year.
Individual Check-ins
We recognise that Term 4 is always a busy one, and some teachers may prefer more individual support at this time of year. If you would like a 1:1 conversation with a CEB staff member to reflect on your experiences, discuss challenges, celebrate successes, or simply debrief on the year that’s been, please contact James Murphy who will arrange a meeting with a CEB staff member at a suitable time.

IOEC's New Publication - "A School for Peace - Towards a Global Educational Fraternity"
The International Office of Catholic Education (IOEC) has recently released a new publication entitled "A School for Peace – Towards a Global Educational Fraternity." It is a call to action for educators across the world who believe in the ability of education to inspire peace and change. It is also a universal appeal to politicians, decision-makers and young people.
The book is inspired by the Global Educational Pact initiated by Pope Francis and continued by Pope Leo XIV. It aims to re-centre peace as the core mission of education, encouraging schools to become “workshops of humanity” where students learn to listen, dialogue, cooperate, and hope.
It features inspiring stories from five continents, highlighting how education can be a path to reconciliation, fraternity, and equality, with a special focus on girls’ access to quality education as a foundation for lasting peace.

St Patrick's Cathedral Choral Scholarships - 2026 Recruitment
St Patrick’s Cathedral is delighted to announce that applications are now open for the 2026 Choral Scholarships, offering $1,000 annually to support the musical and educational development of talented young singers.
Who Can Apply?
Students in Years 3 to 6 with a strong musical interest and aptitude are invited to apply.
About the Scholarship
Modelled on successful programs in Melbourne, Sydney, and Geraldton, the scholarship offers:
• Membership in the Cantate Domino Choir, a vibrant ensemble of 30 adults and children.
• Exposure to a wide repertoire, from traditional sacred music to contemporary church hymns.
• A safe and fun environment for musical, vocal, and personal growth.
Commitments
Successful applicants will:
• Attend weekly rehearsals.
• Sing at two Masses per month during term time.
Scholarship Value
Each scholarship includes a $1,000 annual contribution towards the child’s education or musical tuition. Additional increments may be awarded based on progress.
