We begin our term,

Welcome to Term 3. I hope the school holidays offered you a chance to rest and recharge after a demanding Term 2. Whether you had time to travel, spend time with family, or simply slow down, I hope it provided a valuable opportunity to reset and return feeling refreshed.
Last week, CEB was fortunate to begin the term together with a rich and purposeful Staff Day. Grounded in reflection and connection, the day provided space to honour NAIDOC Week and the theme of Strength, Vision & Legacy, while also welcoming and commissioning new staff into our DOBCEL community.
Through prayer, dialogue, and shared activities, we explored what Catholic identity means in our individual and collective work. We also engaged deeply with the DOBCEL Strategy 2035, continuing to build our shared understanding as we journey together towards our long-term goals.
As we begin Term 3, I want to acknowledge the energy and dedication you continue to bring to your work in support of our schools, students, and communities. It has been a privilege to serve as Acting Executive Director over these past few weeks, and I’m grateful for the support and collaboration across our organisation during this time.
We now look forward to welcoming Tom Sexton back next week, refreshed from a well-earned break.

SIMON Nexus Update: Advancing Towards a Fully Integrated Ecosystem
We’re pleased to share the latest milestones in the ongoing transformation of SIMON Nexus — a suite of integrated platforms designed to enhance how we manage information, operations, and staff systems across our schools.
The refreshed SIMON User Interface has now been successfully implemented in all schools.
Additionally, the new SIMON School Information System — set to replace SAS2000 — is now in trial phase and is being actively prepared to support the August Census. As each group begins Business Central training, the SIMON team will contact schools to provide training on the new SIMON Administration System.

Business Central Finance System Roll-out
The rollout of Business Central, our finance solution, is progressing well:
- The pilot phase is complete, with DOBCEL Office and St Patrick’s Ballarat now live.
- Integration between Business Central and SIMON for school fee generation is also complete.
- We’ve incorporated valuable feedback from the pilot schools to refine delivery and improve training for upcoming groups.
- Group 1 and 2 rollouts are now being streamlined, with secondary schools scheduled for Term 1, 2026.
- Development of a parent payment portal in collaboration with Oligo and Business Central is also underway.



PageUp for Staff Recruitment and Onboarding
Our new recruitment system, PageUp, centralises the entire staff recruitment journey — from job advertising through to onboarding.
Here’s how implementation is progressing:
- The pilot group (DOBCEL Office, 3 primary, and 1 secondary school) is now live.
- Group 1 (6 schools) launched on 22 July, followed by Group 2 (6 schools) on 24 July.
- 29 schools are already booked in for implementation between now and October.

Aurion for HR Core and Payroll
Aurion, our new solution for HR Core and Payroll, is moving steadily forward:
- Training for the Centralised Payroll team commenced last week.
- The project remains on track for go-live in October.
Looking Ahead
These strategic upgrades reflect our commitment to delivering efficient, user-focused systems. By streamlining processes and enhancing integration, the SIMON Nexus ecosystem is positioning us for stronger collaboration and operational excellence across all schools.

Reminder: DOBCEL Strategy 2035 Survey
The DOBCEL Strategy 2035 Survey has now been extended to the end of week 2. If you have not already done so, please take the time to complete it.
This survey results will form our 2025 baseline, giving us a clear picture of the current landscape across our schools and helping us measure our progress in relation to the DOBCEL Strategy 2035. Further details are outlined below.
What you need to know:
- It will take about 20 minutes to complete. We understand that this is a commitment, but the insight you provide is vital to our long-term planning. Your considered responses are deeply valued.
- The survey will be open until the end of Week 1 in Term 3
- The survey can be accessed via the following link: https://www.surveymonkey.com/r/25-DS2035
- All teaching staff and education support roles are encouraged to respond.
- Principals of RI/MP JP schools are invited to share the link with their staff and encourage them to complete the survey.
- The survey uses four response options: strongly disagree, disagree, agree, and strongly agree. There are no neutral choices, and each question requires a response. Please answer as honestly and thoughtfully as you can.
- All responses will remain confidential.

Please print and display it in staff areas to help spread the word and encourage participation.
We understand that some of the questions – such as how many students attend your school, or how far away the nearest Catholic, government, or independent school is, can feel frustrating to answer, especially when this information is already known.
These questions are included so that the researchers can apply consistent rules when analysing the data across a wide range of school contexts. Please keep this in mind when responding. All responses are important and need to be included for the data to be fully and constructively analysed.

2025 CDF Fr James Wall Bursary
Applications are now open for the 2025 CDF Father James Wall Bursary, which provides achievement awards of $5,000 each to Year 10 students from Catholic secondary schools. This bursary is designed to recognise and support students who demonstrate leadership potential in various areas, including academia, arts, public speaking, sporting activities, community service, and social justice.
What is the purpose of the CDF Bursary and who can apply?
Created and provided by the Catholic Development Fund (CDF), the bursaries have been awarded for over 20 years and are intended to assist with school fees and other expenses incurred by the successful students while undertaking Years 11 and 12 in Catholic Secondary Schools. Therefore, only year 10 students who will be completing Year 11 and 12 in a Catholic Secondary School are eligible to apply.
How many bursaries will be awarded?
A total of 7 bursaries will be awarded this year, 4 for the Archdiocese of Melbourne, 1 for the Diocese of Sale, 1 for the Diocese of Ballarat and 1 for the Diocese of Bunbury.
How does our College apply?
We invite each Catholic secondary school from these Dioceses to submit one year 10 student application for consideration. Schools are encouraged to develop their own selection process based on the criteria listed in the following application link.
Once you have nominated a student from your College, please send the application link to your nominated student representative. The student should complete the first part of the form themselves, and once completed, an email notification will be sent to the College Principal to review and endorse the submission.
Our Futures Year 7/8 Vaping Prevention Program
The Our Futures Vaping Prevention Program is now available free to all secondary schools across Australia, offering a proactive, curriculum-aligned approach to addressing vaping among young people.
Developed by leading prevention experts at the University of Sydney’s Matilda Centre, the program is specifically designed for Year 7 and 8 students and aligns with both the National and Victorian Health & Physical Education curriculum. It supports schools in tackling the behavioural and wellbeing drivers behind vaping in a way that is student-centred, flexible, and easy to implement.
What’s Included?
Four self-contained 20-minute modules, each with comprehensive teacher guides and lesson plans.
Fast and simple setup — less than 10 minutes, allowing teachers or wellbeing staff to integrate lessons with minimal preparation and no additional resources required.

The program is available now for all secondary schools. Schools are encouraged to explore how it can support their health and wellbeing curriculum.

National Liturgy & Liturgical Music Conference
The Australian Pastoral Musicians Network and the National Liturgical Council will present a joint national conference at the Hilton Hotel, Adelaide from 1 to 3 October 2025. The conference theme, Pilgrims of Hope: Transformed Through Sacrament & Song reflects and builds on the theme of the 2025 Jubilee Year.
With a focus on liturgy and liturgical music, this event offers a wonderful formation and professional development opportunity for Catholic educators. Featured keynote speakers include leading US presenters, composer and theologian, Rev Dr Ricky Manalo CSP and liturgist, theologian and author, Rita Ferrone. They are joined by internationally acclaimed Australian speaker Rev Dr Richard Leonard SJ.
Additionally, six breakout blocks containing over fifty workshop options are on offer. These include focused streams for primary and secondary teachers along with workshops addressing parish/school relationships from a liturgical perspective. Workshops will be facilitated by an array of expert Australian liturgists, pastoral musicians, composers, and educators.
This conference presents a chance to renew, re-energise and revitalise liturgy and liturgical music in your school. In addition to your own attendance, please encourage members of your leadership team, teaching staff and all involved in school liturgy and liturgical music to participate. This unique professional development opportunity occurs during school holidays for most of the country, so staff can participate without disruption to teaching commitments.

2025 Australian Catholic Education Conference

It's not too late to register for the 2025 Australian Catholic Education Conference to be held at the Cairns Convention Centre from Wednesday 20 August to Friday 22 August 2025.
National Catholic Education Commission is partnering with host diocese, Catholic Education Diocese of Cairns to offer an engaging professional learning experience for an anticipated 1,500 Catholic educators, leaders, clergy, parents and others from the broader Church involved in Catholic education.
With the theme ‘hope, anchored in faith’, the conference will focus on the strategic vision and mission of Catholic education across three key areas – Faith, Excellence and Access. We will be featuring a broad range of speakers, presentations and workshops focused on Catholic identity, mission and formation; learning and teaching; leadership and governance; parent engagement; parish and community engagement; resourcing and infrastructure; advocacy and marketing; and more.

GENERAL UPDATES

The Teaching Excellence Program – Staff Professional Learning Opportunity.
Applications open until 10 October 2025.
The Teaching Excellence Program (TEP) enables highly-skilled teachers to advance their capability and confidence for exemplary teaching.
TEP2026 is fully funded by the Victorian Academy of Teaching and Leadership and is a 10-month professional learning program for highly-skilled teachers, aimed at supporting and challenging them to become even better teachers. In many cases there is also additional funding available for CRT coverage, travel and accommodation if school meets regional or rural location criterion.
Program benefits –
- Invest in yourself: reflect, grow and reinvigorate your love of teaching.
- Elevate your practice: learn how to use more evidence-informed practices to help achieve the best outcomes for your students.
- Grow your network: connect with passionate teachers across Victoria from government, Catholic, and independent schools. Establish lifelong connections with other Academy alumni after graduation.
- Unlock further growth: become eligible to apply for the Teaching Impact Fellowship. As a teacher fellow, you receive funding to design and implement an improvement project at your school to transform teacher practice and student learning.
TEP is open to highly-skilled teachers with a minimum of three years’ teaching experience from the government, Independent and Catholic sectors, including those teaching in alternative settings.
Graduates of previous TEP program report that their teaching skills have improved, and their enthusiasm for the profession has grown. They also report the TEP has ‘inspired and invigorated them’, ‘revitalising’ them and reigniting their joy around teaching, with 84 % of 2023 TEP participants saying the program had a ‘significant impact’ on their students' learning outcomes.
Program Structure
Over one school year, teachers are expected to engage with and contribute to:
- orientation session (online)
- conference (1 day) in Melbourne
- discipline days (4 days) in Melbourne
- Teaching Excellence Learning Communities (TELCs) days (4 days). These are place-based (closest Academy location: Bairnsdale, Ballarat, Bendigo, Geelong, Melbourne, Mildura, Moe, Shepparton).
The breakdown of time per term (based on 2025 program) is expected to be –
Term 1 – 4 days
Term 2 – 2 days
Term 3 – 2 days
Term 4 – 2 days

Content is organised on a three-year cycle ensuring participants are offered formation in a sequential and systematic way. VCE Leadership Awards
The VCE Leadership Awards recognise VCE and VCE Vocational Major students’ important and innovative community work, and highlight examples of exemplary leadership. Nominees may participate in activities associated with the arts, sport, debating and public speaking. They may campaign for social justice, environmental protection or fundraising. Schools may nominate up to two students for the Awards.

Out of Home Care
Reminder: Term 3 Survey
A reminder that you will be contacted to complete an online data survey.
Schools are verified through data matching and are emailed via your school email address with a personalised link to a web-based home page with a list of student IDs for your school. Each student ID is linked to a survey. There is a feature for you to report on additional students as being in formal statutory OoHC or believed to be in OoHC.
Data collection will include:
- enrolment at the school or Flexible Learning Option
- attendance
- First Nations status and Cultural Plan
- Learning Mentor
- Student/Program Support Group
- Education Needs Analysis
- Individual/Personal Education Plan
- DHHS notification
- suspensions

LOOKOUT Training
Learning Mentor Training 2025
The Learning Mentoring (LM) role is integral to supporting the learning, academic achievement and wellbeing of
young people in Out-of-Home Care.
A Learning Mentor works with the individual student/s and alongside a schools Designated Teacher (DT). The
Learning Mentor role is a requirement of the the Out-of-Home-Care Education Commitment: a Partnering Agreement
2018 and can be a teacher or staff member allocated in consultation with the student.
Learning Mentor training is free and offered to new and existing mentors. It’s an opportunity to share current
research and high impact strategies relating to the role for all settings.
Designated Teacher Training 2025
The Designated Teacher (DT) role is an exciting position of responsibility that was introduced to all Victorian schools in 2017 as part of the LOOKOUT Centre model. This role is key to ensuring all aspects of the Out-of-Home-Care Education Commitment: a Partnering Agreement 2018 is implemented to ensure all students in care have the support they need to experience progression and attainment alongside their peers.
DT Training is free and offered to anyone who has been appointed Designated Teacher in their school, or has an interest in
supporting students who are in Out-of-Home Care.
School leadership is strongly encouraged to attend this training to support the implementation of the Designated Teacher role within their schools.

Australian Catholic Youth Festival 2025

Australian Catholic Youth Festival (ACYF) - Melbourne 2025
ACYF will take place in Melbourne from Sunday, November 30 – Tuesday, December 2, 2025. This national event brings together young Catholics (Year 9 – 25 years) for three days of faith, fun, and community. The Festival includes prayer, Mass, talks, concerts, workshops, games, and more.
