From the Executive Director

As we approach the final week of Term 3, I want to acknowledge the rich learning and collaboration that continues to take place across our system.
Last week’s DOBCEL & ECSI Intensive with Australian Catholic University was a significant opportunity for leaders, priests and educators to engage deeply with the Enhancing Catholic School Identity (ECSI) Project. Catholic Identity sits at the heart of our DOBCEL Strategy 2035, and it was encouraging to see so many colleagues reflecting on how we can bring this shared purpose to life across our schools and offices. My sincere thanks to all who participated and contributed to this important initiative. You can read more about the intensive in the article below.
Tomorrow, I look forward to connecting via VC with all principals at our Diocesan Leadership Gathering (DLG). These gatherings remain an important forum for shared discernment, reflection and planning as we continue to strengthen our work together.
This week I also encourage you to read the following stimulus piece by Santiago Rincón-Gallardo and Michael Fullan on the power of effective networks. The excerpt is titled: New partnership between local networks and central leadership and reminds us that system-wide improvement happens when we see ourselves as part of a greater whole – moving from compliance to learning, from bureaucracy to movement. It’s a timely reflection as we continue building a culture of collaboration and systemness across DOBCEL.

Contemplating God in All Creation

As the journey through the Season of Creation continues, Pope Leo invites Christians to contemplate the presence of God in all creation. Here is his prayer for September.
Each day in the coming week, there may be an opportunity to go for a walk in nature. On your walk, you are invited to use your phone to play this clip which may enable you to contemplate the presence of God in all creation.
SIMON Nexus Updates

We are pleased to share that 20 schools including DOBCEL head office are now live with SIMON as their administration system (replacing SAS) and Business Central for Finance. This marks another important milestone in our journey towards one integrated platform.

DOBCEL-ACU PhD Cohort Initiative
Following the presentation by Associate Professor Steven Lewis and Associate Professor Jessica Holloway at DLG in Horsham a few weeks ago, please find attached slides and an Expression of Interest form for the DOBCEL–ACU PhD Cohort Initiative.
This program offers DOBCEL teachers and leaders the chance to complete a part-time PhD while working in their current roles, with projects aligned to Strategy 2035 and supported by ACU’s leading researchers. Further details are included in the slides and a list of FAQs have been added to the EOI form.
Expressions of interest may be returned to execdirector@dobcel.catholic.edu.au and close on Friday, 19 September 2025.
Enhancing Catholic Identity: DOBCEL & ECSI Intensive
Last week, Catholic Education Ballarat partnered with Australian Catholic University to deliver THCT605 “DOBCEL & ECSI Intensive: Enhancing Catholic Identity for Head, Heart and Hands.”
The intensive brought together principals, leaders, priests and educators from across the system to engage deeply with the Enhancing Catholic School Identity (ECSI) Project – a vital priority within the DOBCEL Strategy 2035, which recognises Catholic Identity as the shared purpose that binds our system together.
Through seminars, collaborative dialogue and theological reflection, participants were invited to explore the religious dimension of Catholic schooling including CEB and the practical ways it informs self, leadership, learning and community life. Lecturers Dr Teresa Brown and Dr. Christopher Reed framed the journey by noting:
“In the intensive phase, you will participate in seminars and activities designed to enhance and deepen your understanding of the ECSI research, its aims and purposes and its theological bases and frameworks. We will explore issues such as the nature and purpose of the Catholic school, the contemporary de-traditionalised, secular situation, a hermeneutic-communicative understanding of religious education, and the concept of theology as recontextualisation.”
Participants considered how ECSI data, resources and theological insights can help schools strengthen recontextualising dialogue, respond to contemporary challenges and embed Catholic mission across all dimensions of school and office life — from curriculum and wellbeing to policy and formation.
The program encouraged leaders to reflect personally on their own identity in relation to faith, while developing practical strategies to carry back into their school and office communities. Some of the key outcomes included:
- Developing new pathways for recontextualising dialogue and formation in mission.
- Deepening engagement with ECSI data to inform school identity and planning.
- Exploring the Pedagogy of Encounter and curriculum innovations linked to the revised Awakenings curriculum and other key resources.
- Building leadership capacity to integrate Catholic Identity across all areas of school and office life.
- Strengthening collaboration across schools and CEB to co-design ECSI-responsive projects.
Looking ahead, the learnings from the intensive will contribute to the development of a system-wide ECSI Strategy from 2026, ensuring Catholic Identity remains a dynamic, lived reality at the heart of our schools and CEB.

National Child Protection Week in Victoria – 7–13 September 2025
Theme: Every Conversation Matters: Shifting Conversation to Action
National Child Protection Week is a vital time for schools to reflect on and strengthen how we safeguard children. This year’s theme, “Every conversation matters: Shifting Conversation to Action,” reminds us that while dialogue is essential when it comes to raising awareness, challenging harmful norms, and sparking new ideas and real change is only possible when we turn those conversations into meaningful action.
This week provides a focused opportunity to embed conversations into actions.

National Child Protection Week is more than a date on the calendar. It is a powerful reminder that every conversation with our students matters in the momentum of building school communities where children feel safe, supported, seen, and heard.
St Joseph’s Warrnambool – Arts Week & Illuminate Night Walk
Week 7 at St Joseph’s was a joyful celebration of creativity, expression, and community, as they came together for their biennial Arts Week. Guided by the vision of Kath McMeel (Arts Coordinator) and supported by the dedicated Arts team, the week invited students to explore and celebrate The Arts in a way that connected not only with their talents, but also with their sense of wonder, imagination, and belonging.
Each class engaged in daily art experiences, whether organised by classroom teachers, local artists and volunteers, or through enriching excursions. A highlight for Grade 6 students was their visit to Emmanuel College, where they took part in a variety of creative workshops that encouraged collaboration, expression, and inspired fresh creative thinking.
The main incursion was a musical journey with Jon Madin, whose engaging sessions inspired students to explore rhythm and sound in dynamic and joyful ways. His wide range of instruments sparked curiosity and created a strong sense of shared experience across year levels.
The highlight of the week was undoubtedly the Illuminate Night Walk, held on Wednesday evening. Despite wild winds and rain, more than 1,000 visitors from our wider school and parish community gathered to experience this beautiful celebration of light, colour, and creativity.
Hundreds of lanterns and glow-in-the-dark artworks, created by students and staff, lit up the night—each piece a testament to the creativity and care within the school. Live performances added another layer of energy and meaning, bringing people together in a shared appreciation of artistic expression.
Events like Arts Week and the Illuminate Night Walk reflect St Joseph's commitment to nurturing the whole person—encouraging students to express themselves, connect with others, and find deeper meaning in their learning. In doing so, Catholic identity continues to grow in the deepening values of creativity, community, and recognition of the beauty of the human spirit.

St Mary’s Warracknabeal Opens Inclusive Gaga Pit
St Mary’s Primary School Warracknabeal has proudly opened a new inclusive, wheelchair-accessible Gaga pit – the first of its kind in DOBCEL schools.
The project was made possible through a generous $10,000 donation from local couple Ben and Joan Bentley. Mr Bentley attended the opening with his daughter and unveiled a commemorative plaque recognising their gift. “It means so much to be able to give something back to the community... I get a real kick out of seeing the children enjoy this space” he said.
The opening ceremony was led by school captains Caleb Peters and Heidi Anderson, alongside Principal Julie Leonard. Students marked the occasion with a lively game before joining Mr Bentley, Ms Leonard and DOBCEL Executive Director Tom Sexton for a morning tea.
Tom said the new play space is “a symbol of welcome and belonging for all students, now and into the future,” while Ms Leonard added, “This project is about more than play – it’s about inclusion, friendship and ensuring every child feels a valued part of our school.”
The Gaga pit was built with help from Caleb’s father, who laid the foundations and erected the structure, highlighting the strong community spirit that continues to support St Mary’s.

Don’t miss your chance: Nominate a Year 10 Student before 12 September
Applications for the prestigious CDF Father James Wall Bursary close this Friday 12 September 2025.
Seven Year 10 students from Catholic secondary schools across Melbourne, Sale, Ballarat and Bunbury will each receive $5,000 to support their Year 11 and 12 studies. The bursary recognises students with strong leadership potential in areas such as learning, arts, sport, community service and social justice.
Each school may submit one nomination. Don’t miss the chance to celebrate and support the next generation of Catholic leaders.

Priority Courses for 2026 – Sponsorship Applications Now Open
Links and fliers for the priority professional learning courses for 2026, as discerned by DOBCEL, are now available via the links below.
In line with the VCEA Accreditation Policy, Accreditation at Level 2 is required for teachers who teach Religion and hold ongoing positions, and is ideally achieved within five years of employment. It is also an expectation for school leaders, particularly those with ‘principal’ in their title, to achieve this higher level of accreditation. While the updated Accreditation Policy and Guidelines will provide further detail, the key requirements remain consistent, with a strengthened emphasis on timely completion.
Teachers undertaking Religious Education study often find the experience valuable, offering opportunities for theological reflection, formation, and a deepened engagement with the Catholic tradition.
Sponsorship enquiries and applications should be directed to sponsorship@dobcel.catholic.edu.au. This ensures applications are recorded and tracked for further communication and administrative purposes.
Applications close Friday 31 October. Processing will occur within two weeks, with applicants notified as soon as possible.

The Graduate Certificate in Teaching Religious Education (GCTRE) prepares graduate teachers (or equivalent) to teach religious education. It provides students with knowledge of the disciplines, principles, practices, and traditions that form the basis for
religious education. It is designed specifically to meet the requirements of CECV Policy.

Workplace Gender Equity Act reporting requirements
The Workplace Gender Equality Act 2012 requires non-public sector employers with 100 or more employees to submit a report to the Workplace Gender Equality Agency (‘WGEA’). The reporting period is the same each year, from 1 April (the previous year) to 31 March (the current year).
As part of our governance obligations, DOBCEL successfully submitted our WGEA Report covering all DOBCEL schools in May 2025.

Support for Young Carers – Carer Gateway
Schools are encouraged to help identify young carers and families within their communities who may benefit from additional support.
Who is a Carer?
Anyone who provides unpaid care for a person with disability, mental illness, medical condition (including terminal or chronic illness), or age-related frailty.
Carers can be any age. Some provide full-time daily care, while others support people who are mostly independent but occasionally need help.
Support Available

Loreto 150th Anniversary Artwork Reaches Canberra


Monique Ryan, federal member for Kooyong and past Loreto Toorak student, proudly wears the Loreto 150th anniversary badge—featuring artwork by current Year 10 Loreto College Ballarat student, Evie Davidson, a proud Dja Dja Wurrung young woman.
In collaboration with past Loreto student and First Nations artist Lua Pellegrini, Evie shaped the final logo for the 2025 celebrations. She explained, “I chose to highlight the blue waters of Lake Wendouree, adjacent to Loreto College Ballarat, which was integral to the traditional owners, the Wadawurrung People. The seven clusters of stars represent the seven sisters who accompanied Gonzaga Barry to establish Loreto. Coincidentally, the first Loreto newsletter was called the ‘Loretto Eucalyptus Blossoms’ in 1890, inspired by the magnificent blossoms of the gum trees in the school gardens.”
From Ballarat to Canberra, this logo is more than just an image—it is a living story of culture, Country, and community that was woven into Loreto’s milestone celebrations.
